A development of consumer participation indicator for community mental health services

Abstract
Objective£ºThe purpose of this study was to develop objective indicators for promoting and monitoring consumer participation in community mental health services. Methods£ºWe constructed 4 categories of indicators that is communication channel, consumer participation in policy making and evaluation, supporting mechanism for consumer participation and need assessment and reflection through literature review, pre-survey and professional consultation. We accomplished survey to the government officers for mental health services in 25 public health centers. Results£ºThe consumer participation level of 25 catchment areas are as follows ; level 1(19%), level 2(38%), level 3(43%), level4(O%). We can interpret this result that we had established the general organization and structure for consumer participation and had developed supporting system for the participation but the real active consumer participation was not activated yet. Conclusion£ºIt is essential that improvement of accessibility for the consumers to policy making and evaluation process, the complementary measures in terms of legal and systematic perspectives as well as improving awareness of service providers.
